ትጥቅ አለማውረድና እያገረሽ የሚቀጥለው አመጽ፡፣ የኮንጎ መንግስትና የ M23 አማጽያን ድርድር ለእኛ ሀገር ድርድርስ ምን ያስተምረናል?

በዴሞክርቲክ ኮንጎ M23 የተሰኘ አማጺ ቡድን ከማከላዊ መንግስቱ ጋር በትጥቅ መፋለም ከጀመረና ይህም ለብዙ የሀገሪቱ ስቃይ መሰረት ከሆነ ቆይቷል፡፡
አማጺው M23 እና መንግስት በአካባቢው መንግስታትና በዓለም እቅፉ ማህበረሰብ ግፊት ወደ ድርድር እንዲያመሩ የተደረገ ቢሆንም ታጣቂዎቹ ደርድሩ ውስጥ ከገቡ በዃላም መሳሪያቸውን ሳያወርዱ የተኩስ ማቆም ብቻ ነበር የተደረገው፡፡ ይህ ግን የሀገሪቱን ሰላም ሊያረጋአግጥ አልቻለም ፡፡ M23 በከፋው ጊዜ መሳሪያውን አዙሮ የተለመደውን ፍልሚያ እየቀጠለ ይገኛል፡፡
ናይሮቢ ላይ ቀደም ሲል ከተጀመረው የስላም ውይይት አፈንግጦ ወጥቶ ወደ ተለመደው የትጥቅ ትግሉ የተመለስው M23 እነሆ ባለሁት ጥቂት ሳምንታት ብቻ ታላቅ ቀውስን በሀገሪቱ ውስጥ አስከትሏል፡፡
ይህም በመሆኑ አሜሪካንም፣ ኬንያም የተባበሩት መንግስታትም አሁን በአንድ ድምፅ M23 ወደ ድርድሩ በአስቸኳይ እንዲመለስና መሳሪያውንም እንዲያወርድ ወይም ትጥቁን እንዲፈታና ይህን አምጺ ቡድን ማንም የጎረቤት ሀገር እንዳይረዳው የሚል መግለጫ አውጥተዋል፡፡
የዘገየ ቢሆንም እነዚህ ሀያላን መንግስታትና ኬንያ ሰላምን እውን ለማድረግ የተኩስ አቁም በቂ አለመሆኑና የታጠቀ አማጺ ሀይል ለምን መሳሪያ ማውረድ እንዳለበት የተማሩ የተረዱት ይመስላል፡፡
ታዲያ ይህን አቋማቸውን በኢትዮጵያ ሁኔት በህወሀት ላይስ ለምን በግልጥ አያሳዩም ብሎ መጠየቅ ተገቢ ሲሆን ይህ የ M23 ሁኔታ ለ ኢትዮጰያ ተደራዳሪዎችም ትምህርት ሊሆን ይገባል፡፡ ቋሚ ሰላም ማምጣት ከተፈለገ፣ አማጺው ክፍል መሳሪያውን እንዲያወድ ፣ ማድረግ የግድ ነው፡፡ ይህ ካልሆነ ግጭቱን ማዘግየት እንጂ ማስቆም እንደምይቻል ቢያንስ ኮንጎ ትንምህርት ነች፡፡
አዎ አማጺው ክፍል የደህነነት ስጋት ይኖረዋል፡፡ ይህን ስጋት ለመፍታት ግን ውይይትና የሚሰራ ሜካኒዝም እውን ማድረግ እንጂ መሳሪያ አለማውረድ መፍትሄ አይደለም፡፡ መሳሪይ መያዝ የስጋት መንጭ አንጂ የሰላም ማረጋገጫ አይሆንም፡፡
ከታች በእንግሊዝኛ የቀረበው የአሜሪካ መንግስት እና የተብበሩት መንግስታት ዋን ጸሀፊ M23 አማጽያን መሳሪያ እንዲያወዱና ወደ ድርድሩ እዲመለሱ ያቀረቡትን ጥሪ የሚያሳይ ነው፡፡
” The US calls for an immediate cessation of hostilities, respect for human rights and international humanitarian law. We call on the M23 armed group to withdraw from its positions, disarm and rejoin the inter Congolese dialog (Nairobi Process) in preparation for disarmament, demobilization and community reintegration effort by the Government of DRC. We call upon all actors in the region to stop any support or cooperation with M23 or other non state armed groups.

The latest advance from the M23 militia formed in 2012 to defend the interests of Congolese Tutsis against Hutu armed groups, saw the rebels reportedly seize two towns, consolidating months of gains since its resurgence last year, after commanders – many of whom had joined the national army – accused the Government of failing to honour a demobilization agreement.
